Between 2 and 4 inches of rain have fallen through the last three hours. Additional rainfall amounts of 1 to 3 inches are possible in the warned area. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas. (2 of 3) * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of Puerto Rico, including the following counties, Humacao and Naguabo. * WHEN...Until 315 AM AST. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 920 PM AST, Doppler radar and USGS river gauges indicated heavy rain, particularly upstream and along Rio Blanco, due to thunderstorms. Latest river gauge reading at Rio Blanco indicated water levels rising rapidly and closely reaching 9 ft, which is moderate flood stage. Flooding is ongoing or expected to begin shortly in the warned area. At moderate flood stage, PR-31 and PR-191 may be impassable. Additionally, PR-31 intersecting with PR-3 (Highway 53) may also be impassable. Between 4 and 6 inches of rain have fallen. - This includes the following streams and drainages...
